Why a Capital Appeal Project (CAP)?
For many years All Saints has struggled to perform sufficient maintenance on the property due to its limited resources. This has meant a serious degradation of the church property. Hopes of a kindergarten business in the church hall upgrading much of the property have evaporated.
Therefore, we need to consider alternative ways of upgrading the property.
The Parish Council wishes to address a range of property issues that include safety, dilapidation, hygiene and use for ministry. In addition, the local Council is concerned about the state of our fences and have asked us to address danger posed by their instability.
What’s involved?
Identified projects include: replacing front fence with a hedge (depends on Council approval); resurfacing the car park; new carpet and seat cushions in the church; fit out of church kitchen and toilets; painting and upgrade work to the rectory; carpet to youth room; better storage cabinets in the hall; attention to the hall floor and lighting, and a range of smaller items.
The projected total cost of works is $238,000.
Even with this amount, those items which can wait for 10 years are not included, and cost savings have been factored in through working bee type efforts (eg: gutting the church kitchen ourselves.)
Raising the Funds
The Parish Council is proposing 4 sources of fund raising.
1. Grants from government bodies. $16,000 ($10,000 already won for a portion of the church carpet) & we are reasonably confident of winning the rest.
2. $20,000 from the church’s cash reserves.
3. The C.A.P. which aims to raise $70,000 as a one off gift from the members of the church.
4. A 10 year loan from the Anglican Church’s loans body - The Finance and Loans Board (FLB). A Loan of $122,000 to be repaid from offertories.
The terms of this loan are very favourable:
• no penalty for early repayment;
• the rate is 0.3% below the variable rate of the Commonwealth bank;
• no security required.
• repayments stay the same even if the variable rate changes - new payment levels set every few years to ‘catch up’.
• if the church hits hard times - a new rate can be negotiated
The C.A.P.
The Parish Council is asking every member of All Saints to make a one off contribution to the C.A.P. as they can generously afford over and above their regular giving to church.
Some will be able to contribute more than others, some less. However, the Parish council is convinced the sum of $70,000 is achievable.
For example if every adult member of the church donated $1,000 and every pensioner $200 then we would raise $76,200.
The main reason for seeking a one off donation is to reduce the size of the loan required by the church and therefore to reduce the interest burden in the years ahead.
Please seriously consider a one off gift to the C.A.P.
How to Donate
Donations can be made by cash, cheque or electronic funds transfer.
Cash: use the envelopes (from the back of church) marked "C.A.P." and place it in the offertory.
Cheque: made out to All Saints Petersham and sealed in the C.A.P. envelopes
Electronic Transfer: into the church’s general account. Be sure to mark your donation as C.A.P. or else your donation will be treated as a general donation.
